CASE #001: THE FIRST FAMILY
SUBJECT: Ferraro organization. LOCATION: Citywide. STATUS: Dissolved. Before there were four, there was one. No colors, no tags, no nicknames — that was the discipline. Three generations of the port, the unions, the courts and every after-hours room worth having, and the city believed it was clean the whole time. One name. One boss. One throat.
CASE #002: THE COLLAPSE
SUBJECT: [SEALED]. LOCATION: Federal courthouse. The case arrived the way no case ever arrives — finished. Every ledger sourced, every witness clean, every date correct. A young detective named D. McGraw filed it and made his whole career in one season. He has never asked why it was so tidy. Nobody builds a perfect case. Somebody hands it to you.
CASE #003: THE FOUR ENVELOPES
SUBJECT: Unknown. LOCATION: Four districts. DISTRIBUTION: Four recipients. Inside ninety days, four unconnected nobodies each took a quarter of this city. None had the money. None had the men. Each was handed the same sentence — this territory is yours if you can hold it. None of them was told about the other three. That was the product.
CASE #004: THE DRIVER
SUBJECT: Rico Delgado, alias "El Halcón". LOCATION: Second stoplight, dock road. Nineteen years old and a driver — not a soldier, the one who waits outside with the engine running. Told to carry three Ferraro captains to a meeting. Told which route to take. Everyone in that car died at the second stoplight and the driver walked away. He has told that story ten thousand times. He has never once asked who chose the route.
CASE #005: THE LAST ONE STANDING
SUBJECT: Marcus Wells, alias "Big Deal". LOCATION: North blocks. Sixteen years old, running numbers on a block the Ferraros didn't think was worth collecting. In one evening every older man on that block was arrested. All of them. None of him. He woke up the last one standing, called it luck, and built something real on top of it — the only one of the four who did. Nobody has ever explained the arrest sheet.
CASE #006: THE OLD MAN
SUBJECT: Don Salvatore Corvetti. LOCATION: Withheld. NOTE: See phrase log. The oldest of the four, and the only one already here when it was one city. Passed over twice inside the Ferraro organization. For twenty years surveillance has logged him saying the same sentence, always to men who don't understand it yet: "It's nobody's city. We just rent it."
CASE #007: THE RESPECTABLE ONE
SUBJECT: Preston Ashford Sterling III. LOCATION: Uptown. PRIORS: None. Money already, name already — the only one of the four who didn't need this city and took it anyway. No arrests. No file. No photograph that isn't a press photograph. The other three built crews; he built structure, and structure is a great deal harder to indict. The only one who came in wanting to be respectable, and the most dangerous of the four.
CASE #008: THE LANDLORD
SUBJECT: "The Handler". LOCATION: Every room in this file. STATUS: Open — twenty years. Four organizations. Four men certain they are rivals. One recurring irregularity: every route, every arrest sheet, every envelope traces back to the same absence. He has never once hidden his face — he walks in the front door. Not one charge has ever held. Working theory, unproven: he is not the owner either.
